What should I do when my child gets "stuck" on a word?

The best thing you can do as a parent is remain patient, maintain natural eye contact, and let them finish their sentence. Try not to interrupt, finish their words for them, or tell them to "slow down" or "take a deep breath" (this often increases their anxiety and makes the block worse). Focus on what they are saying, rather than how they are saying it. 

Does stress or anxiety cause stuttering?

No. Stuttering is a neurological condition related to how the brain coordinates speech muscles; it is not caused by bad parenting, trauma, or anxiety. However, once a child has a stutter, stressful situations (like speaking in front of the class or feeling rushed) can definitely cause the stuttering to increase in that moment. 

 What is 'Smooth Speech' therapy?

"Smooth speech" (or prolonged speech) is a clinical fluency shaping technique used mostly with older children, teens, and adults.
